The NSA has been caught flat-out lying to the American people about it's surveillance programs. That's been established.
But when the NSA isn't lying, it uses misdirection to give a certain impression, while meaning the complete opposite, as a way to dodge telling the complete truth. The government uses circular logic and twisty rationales to avoid being completely honest. The goal is to mislead the public about what exactly it does.
